I know there's some sort of special rule attached to this
card...something to do with when the reacting vampire can resolve the
action and when they can't. But, I can't recall exactly what it is.
Situation:
A Malkavian player decides to use "Muddled Vampire Hunter"'s special
ability (rush) to attack a vampire. A reacting vampire blocks the rush
(with intercept). Can the Malkavian Methuselah then play "Mask of 1000
Faces" to have a vampire take over the combat, and if so, WHY?
Is it because the instant the reacting vampire blocks, the action
changes from the Hunter's special ability to 'just plain combat'?
Also, would it matter if the initial rush was not blocked? (Could the
Hunter not rush and then change via Mask the moment the combat began?)

No. Mask1K cannot be used to take over a special-ability-action (like
Muddles's attack). This is true regardless of whether the action is
blocked or not.

So is this to imply that, for instance, Lucretia can't start an action
with her built in +1 Stealth (her special) and have someone else take
over that action? Where is the dividing line in what is and what is not
a special ability?

No.

"special-ability-action" (as stated), not just any "special ability".
That line is clear.
Lucretia's special ability is not an action at all.
Therefore it cannot be masked, since only actions are masked.
If Lucretia takes an action (Bum's Rush, Night Moves, Patagia, etc.),
then she will have an additional +1 stealth for that action.
If someone else Masks the action, then the new vampire continues
the action, but doesn't get Lucretia's stealth bonus, since that
stealth bonus applies to Lucretia, not to the action in general.

What about masking and equipment? Would that fall under the
same category as Lucretia's special ability, such that if
minion A with a laptop declared a bleed, and then minion B took
over the bleed, it would not have the +1 from the laptop? If
Lucretia was minion B, would she then lose the +1 bleed from
the laptop, but gain an additional +1 stealth from her special
ability? I guess that scenario makes the most sense (to me).

My answer to this quesion reflects my own confusion with Mo1KF, but here
goes. You always go with what the current situation is.
If you're bleeding with Lucretia, you get +1 stealth, because Lucretia
says you do. If you switch to a different vampire, you lose that bonus.
Same deal with the laptop.
But let's say Lucretia got superior Dominate. She comes to bleed you
for one at +1 stealth. Then she plays Conditioning, coming to bleed you
for four at +1 stealth. Then Aggripina (with a laptop) Masks the
action. Now you're being bled for five (1 + 3 (Cond.) + 1 (Laptop)), at
+1 stealth (0 (base) + 1 (Mask at sup.)).
...even though Aggripina doesn't have Dominate. And, as far as I know,
Aggripina could Mask a Govern the Unaligned, but not a Garou's Rush.
