LSJ - need some clarification

Dear LSJ: 1) Powerbase Mexico City. Can I pay this card on my master phase, then using a Sabbat vamp I control, immediately steal the blood for myself? I posted this question a couple weeks ago, but I had trouble with my server so I missed your answer. 2) Bang Nakh. The official rulings state "these are not hand strikes". Does that mean a minion with inherent hand damage +1 does not apply that modifier to his bang nakh strikes? Or is the clarification only applicable to combat cards which reduce the opposing minion's options to hand strikes only. So that if my vamp's in combat with a vamp using Bang Nakh and I play a combat card that prevents the opposing vamp from using anything other than hand strikes, he cannot use the bang nakh. Correct. Also, he cannot use cards which modify the damage from a hand strike - like Claws - when striking with the Bang Nakh. -- L.
