Having just finished GenCon, I'm not sure this is as true in reality as it
seemed to be on paper.
I'd be willing to bet that the GenCon qualifier Friday was as large (or larger)
than any other qualifier yet, and it took, what, 8 VP to make 'top 5'? In
contrast, Origins had 28 players, and it took 6 VP to make the 'top 5'. I'm
guessing the difference was the fact that MOST of the best American players
showed up at GenCon for the obvious reason, which means MOST of the best
American players were there at GenCon, on Friday, *without another alternative
to playing in the final qualifier*. (I know that LSJ or someone had stated
that there would be an alternative, non-sanctioned tournament, but, for
whatever reason, it didn't happen.)
My suggestion, FWIW: have another sanctioned tournament at the same time as
the final qualifier on Friday, and ASK the already qualified players to play in
that tournament instead of the final qualifier. Then you can actually sanction
it (i.e. ratings) since you aren't "restricting" it in some fashion.
The biggest complaint I heard from players already qualified who were playing
in the final qualifier was that there wasn't another "rated" tournament for
them to play in on Friday.

in the final qualifier AGAINST players already qualified was the "I don't
really care what happens in this game" attitude. An already qualified player
at one of my tables Friday actually said this out loud on turn 2. <sigh>
