vampire a wants to play change of target, what happens?
a) CoT can't be played because Member has burnt already and action
ended
b) CoT ends the action before Member's card text kicks in and member
doesn't burn
c) CoT ends the action and Member burns anyway to his card text?
d) Something totally different I couldn't think of?

As acting methuselah, you get to choose the order of effects. You may
choose to play CoT as you are being blocked(burning the ally per his
text), but before untap per CoT "before combat, if any." 99% sure on
that because you can CoT before Obedience can be played(just don't be
a jerk and try to fish for it before saying "oh, it's a change of
target, don't play that").
