Inscription+Rutor's Hand ?

If a vamp inscribes a Rutor's Hand on another vamp does the latter vamp have to take an action in order to get the Rutor's Hand or just go into torpor/pay 3 blood ? thanx in advance for help, Jean-Philippe

The former. Action cards require actions to play. If it was a strike card, the minion would have to use his strike to play it.
