We have a big problem. In the rules, it says:
If a vote comes to a tie, then it is merely treated as a lost vote.
I think: The vote is lost.
Another player thinks: The last cast vote is canceled and then the score is looked at.
Example: it is 29 to 31. I cast 2 votes against with a vote card. Then it is 31 to 31. I cast the last vote. The vote comes to a tie, 31 to 31. The other player thinks, my vote, the last one, is canceled and the score is 29 to 31 again.

Pretty much, it _should_ be a tie(unless I'm forgetting something weird...)

You were right, the vote is lost. There can be no ties the other way. Say
someone had played Elder KIndred Network on the vote when it seemed clear that
you would lose, but you had the votes to bring it up to a tie. That way you
would onnly lose the one pool.
