[LSJ] Ira Rivers and Telepathic Vote Counting

I have a question regarding the Toreador prince Ira Rivers with the special ability (stated from card text) : When Ira plays a card requiring Auspex , you may draw an additional card from your library (discard down to your hand size afterwards). What happens if Ira successfully calls a referendum (action wise successfull) and plays a Telepathic Vote Counting ? The TVC cannot be replaced but can I draw an additional card ? After the referendum, each Methuselah draws back up to her hand size (as necessary). I would say you may draw the additional card immediately (since it does not have anything to do with replacing the card, but is an effect that comes from the playing of the auspex card), and then discard one card if you chose to draw one, down to your handsize again (counting the not yet replaced card/cards, of course). This question was asked before and from my memory LSJ said that you would use Ira's special ability when you actually DO replace the card. So after the referendum instead of drawing 1 card to replace the TCV, you would draw 2 cards to replace and then discard 1 as per Ira's special. Of course I could be wrong....
