My question was going to be: Why are Stake and Rowan Ring banned from
tournaments when Wooden Stake in VTES is allowed? [Does Wooden Stake work
differently?] Someone said something about using them with Horrid

These cards are banned because there are no Paralyze rules in VTES.
Wooden Stake is allowed because it has card-text which allow it to mimic
the paralyze rules without ever actually saying 'paralyzes a vampire'.

Then why didn't they rewrite Rowan Ring to emulate paralyzing like they
did the Wooden Stake? Were people having trouble understanding how a
little ring can do to a vampire what a stake can or what...?

The Paralyze rule was removed, so the Parlayze cards were removed. But a
vampire game without at least one stake would be bizarre, so Wooden Stake
was added. There wasn't a similarly compelling reason for adding a Ring
equivalent, so something else was done with the card slot.
