It cannot be played until after range has been determined (errata).
And, it can only be played if the round is at close range (errata).

It doesn't deal any damage. But its effect occurs immediately.

No. Only damage can send a vampire to torpor.

The quote is "If the opposing minion is a vampire, ....; otherwise, he or
she is burned."
So, if the opposing minion is not a vampire, then he or she is burned. In
other words, if the opposing minion is an ally, then he or she is burned.

No damage is done, so none can be prevented.

No. It resolves immediately (before strikes), and a Dodge only cancels
the effect of a strike anyhow.
