[LSJ] Playing Modifiers / Reaction cards outside the block sequence

There is a rule prohibiting a minion to play a given modifier / reaction card a second time for the same action. Example: it is forbidden to modify two times with Lost in Crowds. Does this rule only belong to the block sequence or is this a general rule? Example: May I bribe a given vote multiple times (A Consangineous Boon which is bribed 3-4 times would be fun), or playing multiple Dread Gazes with the same Vampire? And: Does superior Form of Mist counts as a modifier (continue as unblocked), or is it just a combat card which generates a stealthy effect? (And: May I play sup. FoM multiple times if blocked multiple times, and how much stealth do I get?) Michael Beer

It is one action modifier per action per minion. The only way a Consanguinous Boon could be bribed 3 or 4 times would be with the help of 2 or 3 Mask of 1000 Faces--so that 3 or 4 minions could cooperate in modifying the action.
