Newbie question: Political Action stealth bonuses

The rules say that Political Action cards automatically get +1 stealth. All the Political Action cards that I've seen out of the base set also say +1 stealth. Does this mean that Political Action cards get +2 stealth or is the card just restating that Political Action cards get a default +1 stealth? TIA!
