LSJ: stealing blood

Dear LSJ, Does stealing all of a vampire's blood, burn him/her? If yes, is the vampire burned when it reaches zero or does the stolen blood have to reduce it to negative blood? The original Jyhad rule book says no, but the newer V:TES book says yes. I checked the up to date rules reference/errata posted on the net, but it did not make mention of either.
