Q: Hay Ride

Just a quick check since I'm the kind of guy who likes to misread cards for his own benefit =). Does the effect of having played a Hay Ride mean that you can ignore requirements? Example, lets say "Terry" playes "Govern the unaligned" at minor (since she has dominate), action is successful and "Barry" plays "Hay Ride", can "Barry" then play "Govern the unaligned" also? "Hay Ride" states that the second blood brother can play the action card and requirements are not mentioned in the card text. Hay Ride, Action Modifier, 1 blood, Sanguinus, R , [HttB:R] [san] Only usable after resolving an action (successfully or not). Choose a Blood Brother of the same circle as this acting vampire. As your next action, that Blood Brother may play the action card used for this action from your ash heap as if from your hand. [SAN] As above, but the cost for this card is reduced by 1 blood.
