How should I play Luna Giovanni card text ?

Hi, Here it goes : Luna Giovanni, 10, cel DOM NEC OBF OBT POT, Giovanni, 5, [LotN] Independent: Luna has 1 vote (titled). During a referendum,Luna may remove X political action [POLITICAL ACTION] cards in any ashheaps from the game to gain X votes. A referendum is called. I want it to pass. There are 3 votes for and 4 against. Luna burns 2 political cards from any ash heaps to make the referendum succeed. Another player plays a card to change or cancel some votes. The referendum will not pass then. Can I use Luna's ability once again to make it succeed ? Cheers, -- SeB / Enkahel

[ quoted text not captured ] Just to be sure, can the political card used to all the referendum be used as a target for removal, or douse it wate for the referendum to resolve before it hits the ash heep? My guess is yes you could use the card as it should resolve and go to the ash heep once the declare blockers phase is over as it was blocked and you enter combat or the action was auccessful and the political card goes to the ash heep having successfully allowed the vampire to call a referendum. Action cards, including political action cards, are not burned until after action resolution (after the referendum in this case). It is in a state of being played (sometimes referred to as "limbo") while it waits to resolve / finish resolving.
