What part of The Slow Withering makes you think it limits vampires to
only playing inferior?
Requires at least one other Gehenna card in play. Cards that
require any superior Disciplines cost an additional blood to
play. Any vampire who commits diablerie is immune to this effect
until the next Gehenna card is played.
And Tremere Convocation:
{Vampires with basic Thaumaturgy may play combat cards requiring
Thaumaturgy as if they had superior Thaumaturgy}.
The vampire with tha plays the card as if they had superior Thaumaturgy,
and chooses to use the superior level. So, they're then playing a card
that requires a superior discipline (as if they met that requirement).
The Slow Withering spots a card being played that requires a superior
discipline and increases the cost by one blood.
What text do you see that would prevent them playing it?
