I require your confrimation of a situation that came up in play
recently.
A worthy methuselah has out Anson, The Parthenon, and is under the
"influence" of Rumors of Gehenna. How many master cards may he play,
per turn, total? The real rules question, I suppose, is if Anson and
Rumors are cumulative (yielding four master cards), or non-cumulative
(yielding three master cards).
After deliberation, (and outside input), I belive non-cumulative is
the correct interpretation...What say you?

He could play up to three, if he tapped the Parthenon.

Non-cumulative. Neither Anson nor Rumors "add" master phase actions.
They both "set" the number of Master Phase Actions that you get (to two).

Yep agree with that. It seems pretty clear that since every other card
that gave you a base something or other eg hand damage, bleed etc. was
reworded so that it gave you a modifier eg Zack North, Pulse of the
Canaille, the Bastard Sword and so on. The fact that Rumors of Gehenna
wasn't reworded and that the Rules Team has never issued a retraction
means that it isn't cumulative with Anson, who was also not reworded.
