As you do not enter combat as a blocking minion until you have successfully blocked and tapped, can Obedience therefore be played by a tapped minion that is not blocking but nevertheless is about to enter combat with a minion? T

Not sure what you mean by "with which", but, to be clear, If you are "about to enter combat" because of an acting minion's Bum's Rush against you that has just moved to the resolution step (enter combat) after having not been blocked, you are free to play Obedience (without blocking) if you are untapped (or woken), by card text.
