Marcus Vitel at GenCon?

I'm sorry if this question has already been asked and answered (can't find it on Google) but...When will Marcus Vitel be eligible for tournament play? White Wolf was passing him out in mass at Origins. One month later seems to be GenCon.... Jay

Will the "grouping" rule also be in effect as well, or does that rule not go into effect until 30 days after the Camarilla Edition is released?
