Can the Ventrue Headquarters be tapped to gain 3 votes during a blood hunt?

Since it just gives votes, it is valid for tapping during a Blood Hunt. Something which specificied during a political action would not be (e.g. most of the other locations). You can cast votes that any vampire has too. Also, you can play up to 1 (one) political action card from your hand for a vote. You should also be able to pitch in the edge for one vote, too. You cannot play action modifiers or reactions, since there is no action to modify or react to. -- James Coupe

Folks: The rules and rulings are imprecise about when a Blood Hunt can be called. Does it need to be called immediately upon a successful diablerization or can or should it wait, for example, until a Methusaleh's next turn. It is the last step of "resolving diablerie" [6.5.5.5]. It occurs right after the diabolist gets a skill card (or, if he doesn't get a skill card, right after the victim is burned).
