2006 V:EKN Tournament Rules update

In lieu of an official posting by White Wolf, here's the quick 411 on the 2006 V:EKN tournament rules: 1.4 Notes are allowed in general (so long as game play is not affected or slowed). 3.1.1 Removed the mandatory 5-minute warning. 9.8 Adjusted contact information (Oscar Garza is the organized play coordinator). - Ben Peal
