Hi to all, I have played V:TeS with a Rush deck and a Bleed/Unblockable deck and now i would play with a political deck, but i have a question about the use of political action. A card that require a Prince or a Justicar can even be played by a Inner Circle Member? And, if i play a political card and no one casts a vote, the referendum passes? If someone can answer to my questions, i would be greateful Thanks in advice

No. A tied referendum (even one tied at zero to zero) fails.
