Some question about "Change of Target":
When a vampire must hunt (because he is on zero blood),
and you play Change of Target, what can the vampire do ?
a. Must the vampire hunt again ?
b. Can the vampire do want he wants to do, except hunting?
c. Is the vampire doomed to do nothing ?
d. Or aren`t you allowed to play the CoT ?

I'd like to question this a bit further, My vampire with 0 blood must
hunt, in doing so "Rake" attempts to intercept me on the way to gain
blood. Now personally I don't want to get into combat with him, so I'd
like to play a COT, though if I did I would assume that no other action
could be taken by my minion (being too obsessed about needing to hunt,
but also afraid of going to torpor instead).

Okay, I guess the question is this:
Can "Change of Target" be played in reaction to an attempt to block my
Vampire from hunting if he has 0 blood?
By the text on the card I would assume it's okay seeing as there was an
attempt to block. Both minions should untap; however by card text that
minion may not take the same action again. I believe by game definition
that if a Vampire has 0 blood that "Hunting" is the only action that
minion has available to him, correct?
That being the case, having played "Change of Target" I would think that
the minion would not be able to take any further actions (still being
hungry and all that).
Do you see where I'm going with this?

In reaction to a successful attempt to block, Yes.

It looks like we've gone right back to where we started:
An empty vampire who cannot hunt is stuck and cannot take any action.
