[LSJ] Stupid Question - Orlando Priscii

Does Orlando Oriundus's special ability apply to within the Priscii sub-referendum? I understand that normal vote modifiers/action modifiers/special abilities don't work. But 6.3.3 says "and no other votes may be used in this subreferendum." But OO's ability doesn't refer to 'other votes', but rather increases a vampire's innate ones.
