Question... Blythe is in combat with Zebulon. Second round begins, and
Blythe plays Blood to water, before strikes are declared. No maneuvers were
played. Can she now play pulled fangs, torporing or burning Zebulon before the
strike phase? Answers from all appreciated.

No, blood to water is blood burning, not damage. Pulled fangs requires
that more damage be dealt.

No.
1). Pulled Fangs is played during the "press" stage, after multiple
strikes resolution.
2). No, she has yet to do any damage to him. Blood To Water simply
causes the opponent to burn blood, it does not do damage. A subtle but
important distinction.

True. Also, even if a vampire dealt damage before strike resolution
(by some currently unknown means), the official rule is that Pulled
Fangs can only be played during the Press step, so "no" again.

Weather Control, on the other hand, would increase the total
damage done, so a WC and a hand strike vs. just a hand strike
would allow the Thaumaturge to play pulled fangs (though still
in the press phase).

Of course, she could toss a Blood Rage on for the strike to get the
desired effect, since B->H2O isn't a strike.

Umm... Weather Control does unavoidable EQUAL damage, thereby failing
to meet the requirement of Pulled Fangs (more damage at close range).

I'd have to agree with Paste. If Vamp A plays WC, he still
_deals_ more damage at close range than his opponent, Vamp B.
The fact that they both end up taking two damage is
irrelevant. Vamp B didn't _deal_ that second damage to A...

OFFICIAL: This answer is correct.

Nor did vamp A deal it, the WC did it.
No pulled fangs for a WC.

I suppose that if vamp A whacked vamp B with a Bastard Sword or a
thrown gate (at close range), you'd say that the vamp didn't do
that damage, either ("The sword dealt the damage, not vamp A")?
Granted, damage from WC /shouldn't/ count (from a game world perpective),
but from a card game mechanics perspective, that's very hard to justify.
