LSJ Palatial Estate Question

Haave two questions for you. 1. If a torpered vampier has the Palatial Estate on them do they still gain the 1 blood from it? 2. If you contest your on vampire and one of them is in torpor which one do you burn the active one or the torpered one. These two questions have come up in our group a few times.
