Can the sudden reversal card burn any master several turns after the
master card is played, or does it only work as a reaction to a master
card as soon as it is put down. I have people trying to burn my locations
with it after the location has been brought out, payed for, used a few
times, contested, freed from being contested, used a few more times -
then they finally get Sudden Reversal and say they can burn it - is this
a legitamate use of the card, or is Sudden Reversal simply a way to block
a master card from coming into play.
Also, could someone explain to me how exactly three rounds of combat go
by with no one playing a card - wouldn't someone have to press ?

Ancient ruling said yes, burn a card in play. This was overturned 11/9/94.
You may only play Sudden Reversal on a Master Card *as it is being played*.

Well, a trap supplies its own presses. Otherwise (for Undead Persistence
and the like), you could use Hawgs, Mob Connections, and Vampiric special
abilities (Appolonius gets 1 optional Press each combat) to get Presses
without playing cards.
