I think no, but the precedent from Therbold Realty makes me unsure of
my answer.

Since Ankara makes cards played by the Ankara'd minion cost half,
does it count as costing 1 blood for the purposes of New Mgmt?

Would this be similar to what would happen to Black Cat if she had
equipped a combat shotgun and someone played illegal search and
seizure, but in reverse? Black cat reduces the cost of the gun to 2,
making it no longer a valid target for illegal search. In the case of
the Citadel, Therbold Realty reduces the cost to 1 blood, putting it
within range of New Management. Right?

You are correct. AC only applies to the card play.
