(LSJ) Baldesar Rossellini Q

Hi, Here are two questions about Baldersar Rossellini's special: a/ Suppose I control Baldesar Rossellini and a Lasombra with 1 blood. Can the Lasombra equip with the Zaire River Ferry with Baldesar announcing he'll reduce that card's cost at resolution (*)? My supposition is he can, just the same way a Ravnos Embrace can play an Embrace if there is a Ravnos Carnival with 2 counters on it. Can he attempt that action? I think he couldn't. I feel like the acting Methuselah can't give other Methuselahs the impulse to do stuff as she sets the terms of the action. So noone else would get the opportunity to announce their will of reducing the cost with Baldesar's ability. He printed text includes "you play". When applying the 7/7/7 ruling to his text (the reduction applies to all things that make you pay the cost, not just playing as normal), I introduced excess utility. It should say "you pay".
