Equipment is optional. But when do you have to declare use of
equipment?
For example, say I have a laptop. I declare a bleed against my prey.
Can I declare use of the laptop after my prey declines to block?
Can I un-declare use of the laptop after my prey deflects the bleed?

I should think that, since the laptop is optional, its use
could be declared analagous to conditioning et al. Once
declared, though, I'd say the use cannot be un-declared. That
probably wouldn't help in a deflection situation, but I can
think of a few rare circumstances in which it might be helpful.

Use of equipment is always optional, but you can only take advantage of
the benefits thereof when you declare its use. Example: You cannot
gain the optional maneuver off of a .44 unless you use the "strike: 2R"
associated with it.
