some question

1)My Tremere is equipped with a Corpse Minion, and tries to block an action: does he have to pay the X blood to get X extra intercept at the beginning of the action, or he can pay blood to gain enough intercept to counter the stealth played by the opposing vamp after each played action modifier ? 2)Angelica the Canonicus: the same as for the corpse minion 3)Masquerade Enforcement: is it stackable?
