Newbie Question About Voting Rules

Sorry if this seems like a stupid question but there are a few voting rules that I'm not too clear on. I have the owner's manual that comes with the initial deck and I was confused by the wording on pg.39. The manual states that a political card "...always provides one vote for the Methuselah playing it." My question is: is that vote added to the vote a player has as a Methuselah or does it simply mean that the player initiating the vote can simply vote with the rest? That is, does the Methuselah playing the political card and starting the political voting process get a total of one vote or votes? Sorry about this seemingly stupid question but a veteran player told me I only get one vote and this was not my understanding of the rules. Also, I know that in a bloodhunt a player can play no action cards but can he/she play a political card?

Al other means of gaining votes are fine.
