[LSJ] Wormwood and Uncontrolled Minons

Q: If Wormwood is out, does it affect minions in you uncontrolled region? ex: If Wormwood is out the max capacity of any minion is 10. Would you be able you bring out an 11-cap for only 10 pool? If it still costs 11 to bring it out, does the minion then loose 1 blood as soon as it leaves the uncontrolled region? Thanks in advance for any response. -Vinnie!

As a point of note, when Wormwood is in play, extra blood will always drain off; the 11 cap can't have more than 10 blood, etc. --Colin McGuigan
