Thanks to all of you who answered my last two questions.
My wife wants to know what happens when a vote is a flat tie? We've
been saying that tied votes fail.
She also wants to know if vampires in torpor are allowed to untap, and
if they are tapped when they are in torpor, do they untap when they come
out?
I would also appriciate anyone who thinks that they've got a good
Brujah combat deck to email it to me. I just love the idea of Brujah
biker gangs... hehe...

Tied votes fail. (Addendum to the VTES rulebook)

Vampires in torpor untap during the untap phase as normal.
When untapped, they can tap to take an action, as normal.
In torpor, however, the only action they can take is "leave torpor"
(or as allowed by card text).
If this action is successful, the vampire leaves torpor, and
remains tapped (as usual for just-finished-acting vampires).
If the vampire is rescued by another vampire (a ready one, of
course), then the Ready vampire taps to take the action. If the
action is successful, then the rescued vampire comes out (into
the Ready Region) in the same tapped/untapped state that he
was in prior to being rescued (i.e., rescuing neither taps nor
untaps the target vampire).
