Ghoul Retainer Question

It is probably a dumb question: A Ghoul Retainer can use a weapon its minion is not using the current round of combat. Can GR use a RPG Launcher during the FIRST round of combat or at close range, ignoring the weapon restrictions? I think no, but I find the question worthy to ask (there are so much whacky clarifications and errata). Michael Beer
