LSJ: Use vs Requires

Body Bag and Stolen Police Cruiser both state that they're "only usable by an anarch"... does this mean that they can only be equipped by an anarch or could a non-anarch vampire equip these but not gain any effects from them (until, perhaps, the vampire goes anarch later on)? Should "only usable" = "requires" in this case? Khervin
