LSJ Meddling Legions

Quick one and if anyone else manages to get this to work well done. Can i put a meddling in play targeting myself, then have my 2 vampires that have legion on them take actions to create vamps. Vamp 1 discards hand to make vamp. Hand does not replace due to Meddling. Vamp 2 takes action to make vamp using card in ash heap and discards hand, 0 cards. is the second action legal even if you have no cards in hand? if so would it also apply when your library is exusted? Blood Brother Dave, trying to find a use for the legion.

As you note in your follow-up post, Meddling can only target others. However, assuming someone else targets you with a Meddling, then you have Vamp 1 and Vamp 2 act as you describe, yes. It is legal to discard the "rest of your hand" when you have no cards in hand - the "rest of your hand" in that case is simply zero cards.
