[LSJ] cardinal sin: insubordination

You could (since there are no restrictions that it must be played by another vampire), but they would need to be untapped, or under the influence of an untap-style ability (e.g. Wake). Only ready vampires can play reaction cards, unless otherwise specified. It needs a Ventrue because it requires Ventrue. Not having a Wake to play the cards you want, or having all tapped vampires, is a Bad Thing (tm) however. For instance, this could be funny combat defence in a Derange/Sacrifice deck (which do exist). A few Wakes would not be a bad price to pay. [ quoted text not captured ]
