No. Errata:
* Heidelburg Castle may not be used during an action (including during
combat). [RTR 980707]

To the general question: yes.
But Blood to Water doesn't inflict any damage, so damage prevention is of
no use in that case. Blood to Water simply burns blood from the opposing
vampire (or burns the opposing ally). Burning blood isn't damage.
But, for actual damage done by non-strikes (Carrion Crows, Wolf Companions,
self-inflicted damage from a Zip Gun, etc.), you can use damage prevention
effects to prevent the damage.
