No, it doesn't. Environmental damage (carrion crows, weather control,
retainers) will still damage allies in combat with a vampire who has
had MoM played on them. Even though the environmental damage card is
played by the vampire, the damage is not considered to be coming from
them. See the associated clarifications for Pulled Fangs and Disarm.
"Counts up damage successfully inflicted during the round by the
minions (retainers, etc. don't count). [TOM 19950304]"
"Damage is only considered to have come from a minion if the damage is
from a strike or if an effect specifically states that the damage is
dealt by the minion. Damage from other effects is
considered "environmental," and has no particular source. [RTR
19970630]"
Catatonic Fears damage is done by the vampire, and will be negated by
the MoM. See:
"The damage from Catatonic Fear is dealt by the striking vampire (so
would be reduced to zero by Memories of Mortality). [LSJ 19990723]"

No.
You must control one of the vampires (and it must be a vampire)
to tap the Elysium before range is determined to end combat.
The opposing minion may be an ally, but the Elysium's controller's
minion must be a vampire. The point of the ruling you quote is that
you may not end someone else's combat. You have to be involved with
the combat, and the rest of the cards text has to be met, for you to
be able to use it at all.
