Vast Wealth Question

Uhh.. quick question about vast wealth. Our playgroup has been playing that this card is placed on a vampire which can then take +1 stealth actions to equip the first piece of equipment in the library. the question is... when do other people have to decide whether to block... before or after it is determined which piece of equipment will be equipped? We've been playing that you have to decide as soon as the vamp takes the action which is before the point that the controlling player goes through his/her library and finds the equipment. Is this correct? Thanks in advance. Scott
