Select a Meth. who has received a victory point since your last turn.
Successful vote means that all of that Meth's minions are immediately
tapped and they do not untap during her next untap phase.

So, at the end of my Minion Phase, My Predator's Predator uses Zebulon to
bleed his Prey (my Predator), ousting my Predator.
Q: Can I use Lextalionis on my next turn to tap My (new) Predator's minions?
A: (Card text) No. She gained her victory point DURING my last turn, not
SINCE my last turn.
(Effectively, there is NO opportunity to use Lextalionis, since I have
finished my Minion Phase by the time the only "Window of Opportunity"
opens up).
So, should this be: .. received a victory point since the start of your
last untap phase on your last turn?
(Probably yes, but I don't expect to ever hear an official word one way or
the other :-(

Well, 'since your last turn' doesn't specify when during your turn
this 'since' marker started (it doesn't say 'since the end of your last
turn' or 'since the beginning' or 'since the end of the minion phase if
present'), and the spirit of the card doesn't seem to be broken by allowing
it, so I would say that it's perfectly legal to use it.
