Here's why:
1) Usenet is not interactive, and therefore people who dial up for their
connection don't need to pay the 'phone company all the time they're reading
2) Usenet extends beyond the TCP-IP parts of Internet (beyond firewall
machines and such, as well as into countries that don't have TCP-IP access)
and is therefore available to many users who cannot use Web
3) Usenet is held locally, so users who are a long way away can still use it
(have you ever tried to download a web page on another continent, when
Netscape is showing 86 characters a second, and the telephone company is
charging about the same?)
