This is not correct.
Heidelberg Castle had a specific "cannot be used during an action" ruling on it for *years* (since 1996) which was made into card text with the Final Nights reprint.
Fragment (and Barrens, for that matter) has NEVER had this "cannot be used during an action" ruling upon it, and LSJ has stated several times that Fragment (and Barrens) CAN be used during the action (

Note that the Heidelberg Castle ruling specifically states that "all effects in V:TES are instantaneous except for actions and certain combat effects. [LSJ]" This is not in the rulebook, but that's probably because it's self-evident. ;)
