The way I read it, and has been played in our group, is that "you" refers
to the player playing the card. Therefore, the card is burned when the
player of the card has skipped 3 turns OR paid 6 pool. Note the OR. This
does not allow for a combination of skips and paid; it is burned when one
or the other condition is met.
