Can a card that reduces intercept be played only when needed - in the
same way as stealth. Can it be played if there are no valid targets.
eg,
Can muse play "The Missing Voice" to reduce intercept of allies and
younger vampires as she announces the action? Can she do it if there
are no allies or younger vampires in play.

That's what I assume as well, since you completely neglected to put any
question-marks in the first part. :)
(Also, there's no card text or rules in the rulebook about reducing
stealth/intercept, only on _gaining_ it).
