Timing with Imperator Deck

So it is possible that this was asked and answered in one of the other Imperator Storyline threads, but if so, it is kind of buried. SO I'll start a thread about it. In any case, in the Imperator storyline tournament, we have the Imperator deck in the middle of the table for everyone to share. For actions, action modifiers, combat cards, and regular masters, the timing of who gets first dibs on a given Imperator deck card is very straight forward. Same for a lot of reaction cards. But for things like Out of Turn Masters, who gets first dibs? In an JOL game we are currently playing, the Imperator deck is showing a Major Boon (which is why I'm thinking about this :-). Assuming: A>B>C>D>E> is the play order, if Player D is bleeding Player E, who gets first dibs on playing the Major Boon? The initial response in the JOL game was "whoever calls it first", which seems like a possible way to do it, but also seems like the bad way to do it. It seems as if there should be a specific order (like "clockwise from acting player" or something), even if it is just some arbitrarily determined order, as having players waiting to yell "I play Major Boon!" (or whatever) as soon as they can will doubtlessly result in questionable results. Storyline designers? Another question for Imperator deck: Someone made a comment that political actions cards are only "burned" from hand during a referendum, as opposed to "played" when a political action is taken. Does this apply to the Imperator deck? It seems to me that for the nitpicky among us, these Imperator deck rules might be construed as contradictory if you take "burn" vs "played" narrowly: 2. ...Cards burned from the Imperator deck are placed in the Imperator deck's ash heap.... 3. All Methuselahs (and their minions) may play cards from the Imperator hand as if from their own hand (and it may be canceled as normal for cards played from your hand).... Now, assuming that Methuselahs may "burn" PA cards from the Imperator hand during a political action, that leads to two more questions. a) What are sequencing rules for who gets to burn a PA first? and b) Are these cards replenished? (For some reason I remember an older rule about not replenishing PAs during a referendum once burned until referendum is concluded. This may be defunct.) a) is very important to have resolved. The outcome of a political action shouldn't just be given to who yells out first in this case. It's very different from conducting a referendum in standard V:TES because PA cards are generally hidden information in your hand so there is more incentive to negotiate and wheedle. When there are up to three PAs in the Imperator hand, there should be a defined procedure for them because they are public knowledge. Jeff

For PAs, the acting Meth can't burn a PA for a vote (since they gain the intrinsic vote of the card) and therefore player to the left gets the chance to use it or not... and so on around the table. Affects that alter the handsize of the Imperator Hand do not work, so I would assume unless a card specifically says "Do not replace until [condition]" it would be immediately replaced.
