Information Highway and Merging

This situation came up last night, but I thought I'd confirm our "ruling" here anyway: Player has Information Highway and Marcus Vitel uncontrolled with 9 blood. Merged Marcus is also in his crypt. Can he influence out Marcus with 1 transfer and then merge him with 1 more blood and 4 transfers? We decided he could not because... "At the end of your influence phase, any vampire in your uncontrolled region with a number of blood counters on him equal to (or more than) his capacity becomes controlled." His influence phase was over so there were no more opportunities to transfer. Sound right?
