Is there a specific order of play that allows a blocking vampire to untap
with Cat's Guidance then have another vampire play Coordinate Attack?

No, since CA is a combat card (see also Psyche!).
But he could play Cats after the Coordinated combat.

So this isn't affected by the Hidden Lurker Trump that prevents Cats

Hidden Lurker doesn't prevent Cats' Guidance.
The CG can be played after the HL combat ends.

I thought that this was one of those minutae rulings where the since the
combat after the block had ceased to occur and another combat had started
that you couldn't play Cat's Guidance.

You might have been thinking of Hidden Lurker vs Fast Reaction -
since Fast Reaction specifies that it's played after a combat
between a blocking and an acting minion, it can't be played if
the acting Meth has played Hidden Lurker.
