Libertas Action Question

Hi Just a quick question about Libertas. If blocking anarch vampire with libertas atempts to block a Govern bleed. Does the Govern bleed cost an additional blood, or was it played before the block attempt and therefor it is not affected by the Libertas?

[ quoted text not captured ] The latter. And, as precedented by Blessing of Chaos, the acting vampire can play dominate and presence modifiers at normal cost before the Libertas vamp can even attempt to block.
