The subject says it all. Can you take stuff from a vampire that is
being contested?
Two specifics:
Given: Black Cat is in contention. She has The Rack and a shotgun.
1: Can you steal the rack from her?
2: Can you equip someone else with her shotgun?

"Stuff" is a nebulous term, especially given your examples. In
general, equipment and retainers, as well as master cards that do not
change controllers are all stuck on the vampire in contention, as she is
considered out of the game.

The Rack is controlled by a Methuselah, not a vampire. It
'points' to a vampire and only changes its 'pointer' when the controller
of the Rack changes. If a vampire leaves the game (by being burnt, for
instance), the Rack sits there doing nobody any good until its
controller changes. A vampire in contention is also out of the game, so
the Rack sits there doing no good, but it is still a target for other
Methuselahs to grab.

No. It's stuck with her, out of the game.

The Black Cat cannot have the rack. The Rack is a location. A methuselah
*names* a ready vampire when the meth gains control of the Rack, but the
Rack is not placed on the vamp.

You can steal the rack from the methuselah, yes.

No. All cards on Black Cat are out of play until the contest is resolved.

No. A contested vampire is completely blocked from influence of any
kind, unless specifically indicated on a card.
